Qualifications and skills
• At least Master degree or at least equivalent 15 years of general professional experience
• Excellent spoken and written English
• Ability in speaking local language will be an advantage
General professional experience
• At least 12 years of professional experience, preferably in the field of public administration reform;
• Working experience from an EU Member State or candidate/accession country will be considered an advantage
Specific professional experience
• Participation in at least 2 projects focused on evaluation or 5 years of evaluation experience in institutional context is required. The expert must be able to demonstrate good understanding in evaluation methods and techniques in general, and in particular good skills in collection, processing and analysing of qualitative and quantitative data.
• Participation in at least 2 previous projects in the sector of public administration reform or 5 years in institutional context is required. The expert must be able to demonstrate good understanding of the EU policies in sector of agriculture and rural development.
• *Optional (Expert 1 or 2) – participation in at least one evaluation in the area of statistics, preferably in EU or accession context.
• The team members must be independent from the programmes/projects/policies evaluated. Should a conflict of interest be identified in the course of the evaluation, it should be immediately reported to the EU Evaluation manager for further analysis and appropriate measures.
• The team must have excellent writing and editing skills.
• During the evaluation process the contracting authority reserves the right to interview by phone/skype any member of the evaluation teams proposed. Therefore, please provide with each CV contact details for a skype interview.
