Support for the consolidation of the Algerian Transport Sector Information System (SIS)

The “Support for the Consolidation of the Transport Sector Information System (SIS)” project is part of the Transport Sector Support Program.

The general objective of the project is to support the implementation of the new transport strategy through institutional and regulatory reforms, to improve transport safety and security, and to increase the quality of services and performance.

The aim of the project “Support for the Consolidation of the Transport Sector Information System (SIS) in Algeria” is the development, installation, and operationalization of an Integrated Management Software Package (ERP) at the central administration level.

The project must achieve in particular :

  • The operationalization of the Sector Information System (SIS) at the central administration level through the installation of software and databases, the creation and distribution of manuals, and the training of users;
  • Ensure systematic maintenance of software and databases;
  • Plan the regional deployment of the HIS in the administrations; and executive and state agencies and under guardianship

Service :

SIST was developed at the central level (Ministry of Public Works and Transport) in collaboration with all the organizations and enterprises under supervision at the central and regional levels. SIST was provided as a web-based solution on the beneficiary’s intranet.

Several applications have been specifically developed within the framework of an ERP system covering the whole of the country.

National public investment programs :

The application was designed and developed with the business processes in place in the management of state investments in mind, and is tailor-made for the transport sector. This application, which has several security mechanisms, manages the budgets allocated to the transport sector and its allocation to the sub-sectors within the domain. Investment operations are always linked to the program in force, the available balance, and the operations validated by the Ministry of Finance for the current year. The application automatically generates output statements where reports exist.

Civil Aviation :

The application has three main modules: a repository module in which all the information relevant to the field and managed by the Ministry resides, a business process module that manages a multitude of files according to their processing within the DACM office, and a statistics module that groups business data into specialized frameworks. The application manages several certification files such as pilot licenses, aerodrome and national airline certification, and flight programs by origin and destination.

Ground Transportation :

This sector has been equipped with three autonomous applications to cover road transport, urban transport and rail transport. All three applications have a repository module that centralizes the data shared by the different frameworks of each. In addition to the repository, the applications manage the business data related to their respective activities, such as examinations and the obtaining of driving licenses for individuals and companies.

Merchant Marine and ports :

The application has three main modules. The common repository module in which all national ports are listed in detail (geolocation on a map, number and types of docks, consignees, etc.) and
the fleet of national vessels.  The module for managing business files managed at the departmental level, such as seafarers’ certificates, ship certification, berthing authorizations, etc., is also available. The module for the collection of port statistics, in particular
the daily situation of the movements of the vessels and the goods embarked and disembarked.

Regulations, Cooperation and Archives :

This module manages the business process from the proposal of a new legal text to its publication in the official gazette through all the validation stages between the different stakeholders involved. It also manages the creation, validation and publication of new bilateral and unilateral cooperation agreements in the transportation sector. The archive module manages the management of archives and their archiving according to the current codification.

Statistics :

This module manages the collection of statistics from the different public transport sub-sectors via data entry frameworks controlled by filters by structure in order to guarantee the confidentiality of the data entered and their sealing between the different sectors. The collection is also done by importing Excel files directly into their respective frameworks. This functionality has been implemented to collect the data produced by the disconnected structures (off-line mode).

The system has a given warehouse for the transport sector, a network infrastructure allowing the collection and dissemination of data is already present and connects all the structures of the sector to the Ministry, tools and applications to build and operate this data warehouse in an optimal way (statistics, reporting, dashboards/queries,
analysis, data mining). Thus, more than 70 cubes have been developed integrating more than 700 indicators. More than 100 dashboards and several output reports have been delivered.

The expertise transfer program was respected and applied to train the recipient’s users, administrators, managers and computer specialists.
This transfer of expertise is accompanied by the user guides and
of exploitation in electronic and paper version as well as several videos for the control of the source code and the elaboration of the dashboards.

A project closing seminar was organized in the presence of the main stakeholders (Beneficiary, DUE, DP, ATA and CCM) as well as Ministry staff and the press. Several communication supports were produced including: Project presentation brochure, poster, roll up, photo, video and press conference.

The results obtained after the implementation of the action plan :

R1. The software is developed and operationalized.

R2. Databases are filled and operationalized.

R3. The transfer of expertise is carried out.

R4. The maintenance plan is set up.
