Capacity building on the management of EU institution building programs

Republic of Moldova


The current cooperation between the European Union and the
Republic of Moldova is based on the ¨Partnership and Cooperation Agreement

Cooperation Agreement (PCA).

The comprehensive institution building program was agreed with the Government of Moldova in a Memorandum of Understanding signed on May 15, 2010. It was designed as a toolkit to specifically contribute to the reform process of key institutions.

Overall Objectives:

The overall objective of this mission is to improve the coordination capacities of the Ministry of Foreign Affairs and European Integration (MAEIE) of the Republic of Moldova with regard to the assistance of the European Union through the IBC program.

Specific objectives:

  • To increase the knowledge of the Practical Guide to Contractual Procedures for EU External Actions
  • To improve the understanding of the different EU instruments available for Moldova
  • To strengthen the capacity of the MAEIE on the management of the EU project cycle

Tasks to be accomplished: 

  • Needs assessment study in the light of the specific objectives identified above
  • The presentation of the inception report will be done in the premises of the European Delegation to the Republic of Moldova (EUD)
  • Organize a sufficient number of seminars/training sessions for the achievement of each specific objective identified.
  • The Team Leader will assist, more closely, in the day-to-day coordination of the Ministry with regard to tasks related to EU funded actions from the Financing Agreements, including allocations for IPC programs.

A second needs assessment will be carried out at the end of the mission with the aim of drafting a project sheet for follow-up assistance to the MAE if necessary.

The findings of the second needs assessment study will be disseminated at a meeting at the MAEIE premises to all relevant stakeholders, including MAEIE management and EU representatives among others.

The team leader will be responsible for the quality of all deliverables of this project.

All draft training materials will be shared in advance with the project manager in charge of this project in the EUD Operations Section for IPC programs.
