The overall objective of the mission is to contribute to poverty reduction in Swaziland by improving the social services provided: improved accessibility of services.

The specific objective is to establish a Community Score Card (CSC) measuring citizen satisfaction with health and social welfare services. This will help monitor the overall progress of the EU/WB project. Through community strengthening and dialogue with responsive health authorities, improved access and quality of health services is achieved.

The team is to carry out this mission in Swaziland and should proceed as follows:

  • Write an interim report of a short term mission
  • Draft Guidelines for Applicants (following EU formats and procedures) for a Call for Proposals for Local Non-State Actors (NSA = local NGOs, CBOs, FBOs, etc.) who will be in charge of the production of Community Scorecards to assess the progress of the above mentioned EU / MB project, which should lead to improved service satisfaction.
  • Provisional Terms of Reference (following EU formats and procedures) for the long-term service contract that will be responsible for guiding the work of the NSA.
  • External Evaluator for the selection of long-term service contracts
  • External evaluator in the selection of a local NSA and local health staff l in the Score Card community program.

The expected results are :

  • The assignment plan during the first mission with a tentative meeting and workshop schedule.
  • Evaluation grid / Tender TA (International Agency Service Contract) and proposals ((grant contract(s) for non-local Actor-State(s)), as well as a compiled analysis of the Tender and Proposals service

Service:

  • Draft Guidelines for Applicants (following EU formats and procedures) for a Call for Proposals for Local Non-State Actors (NSAs = local NGOs, CBOs, FBOs, etc.) in charge of producing Community Scorecards to assess the progress of the EU/WB project, which resulted in improved service satisfaction.
  • Preparation of Provisional Terms of Reference (following EU formats and procedures) for the long-term service contract to guide the work of the NSA.
  • External evaluation in the selection of a long-term service contract (international bid) to guide the work of the NSA.
  • External evaluation in the selection of a local NSA at the interface with communities and local health staff in the Score Card community program.
  • Drafting of a Project in close consultation with the appeal stakeholders (Ministries, and a sample of their government actors at the regional and Tinkhundla levels, community leaders and health facilities at all levels, and the World Bank team) a concise operational manual for the entire process of establishing a sustainable Community Score Card program, adapted to the Swaziland context including all the practical processes to implement the Community Score Card program with the necessary functions and capacities and the qualification of all the stakeholders in the Methodology.
