Evaluation of the Impact of the Activities of Civil Society Organizations Financed by PRAJUST in the Field of Legal Aid and Legal Assistance in Chad

Chad

The financing agreement for the Program to Support Justice in Chad (PRAJUST) between the Commission and the Government of Chad.
European Union and Chad came into force on February 25, 2009.

PRAJUST is part of the justice reform process initiated by the Etats Généraux de la Justice.

The main objective of this project is to consolidate the rule of law and good governance in Chad by reforming the judicial system.

Specific Objectives

  • Evaluate the results of the activities of the funded associations in the field of legal aid and legal assistance (AJJ) for a better access to the rights of populations.
  • Assess the relevance, effectiveness and efficiency of the methodology and execution approach used by NSAs for the implementation of their actions
  • Evaluate the appropriation and sustainability of actions
    of funded NSAs.
  • Assess the degree of coordination among associations and the link with the Ministry of Justice’s activities in the area of
    the AJJ
  • Evaluate the support provided by PRAJUST to associations
    particularly in improving coordination between associations and links with the Ministry.
  • Make recommendations for a possible
  • Continued support from the European Union in these areas.

Résultats à atteindre

  • Evaluate the results of the legal aid and legal assistance activities carried out by the associations
  • Elaborate proposals and recommendations on: quantitative and qualitative aspects, implementation approach, relevance, effectiveness, efficiency, viability and appropriation of AJJ by NSAs if the Delegation of the European Union were to continue its support in the areas of AJJ.

Services:

  • Field survey in a minimum of 6 cities where there are
    legal aid and legal assistance activities are carried out to evaluate the results of project activities on the populations
  • Formulation of proposals and recommendations for
    better implementation and impact of the legal aid and legal assistance activities that will be carried out by the associations in the future
  • Formulation of proposals and recommendations on
    support to be given to this sector, particularly in the choice of geographical regions to be covered, the type of support to be given to associations.
