Mid-term Evaluation of the ‘European Union Support to Democratic Governance (EU-SDGN)’ Programme and Formulation of Phase II of the EU-SDGN Programme

The overall objective of the EU Support to Democratic Governance in Nigeria (EU-SDGN) program is to contribute to the strengthening of democracy in Nigeria through the development of strong, effective and legitimate democratic institutions. The program is anchored in the priorities of the Nigerian government and the recommendations of the European Union Election Observation Mission on the 2015 General Elections and the Expert Identification and Formulation Mission to Nigeria.

The action corresponds to the specific objective 2 of the third focal sector (Rule of Law, Governance and Democracy) of the 11th EU-Nigeria EDF, National Indicative Program (NIP), namely “to contribute to measures aimed at improving economic governance, consolidating the rule of law and strengthening peace and security in Nigeria”.

The project is structured around five components to achieve the following specific objectives:

SO1 – Specific Objective 1: Improving the quality of electoral administration in Nigeria
SO2 – Specific objective 2: The National Assembly performs its legislative function effectively in accordance with democratic principles and standards.
SO3 – Specific objective 3: Pluralism, tolerance, internal democracy and equal opportunities of political parties and the political party system are strengthened.
SO4 – Specific objective 4: The media, including radio and social media, ensure fair, accurate and ethical coverage of the electoral process.
SO5 – Specific Objective 5: CSOs and relevant agencies contribute to improving the electoral process
Assessment Objectives:

Systematic and timely evaluation of its programs and activities is an established priority2 of the European Commission3 . Evaluations focus on assessing the achievements, quality, and results4 of interventions in the context of an evolving cooperation policy, which increasingly emphasizes results-based approaches and contribution to the implementation of the SDGs.5 In this perspective, evaluations should look for evidence of why, if, or how these results are linked to the EU’s intervention and seek to identify the factors that drive or hinder progress. Evaluations should provide an understanding of the causal links between: inputs and activities, and outputs, outcomes, and impacts. Evaluations should be used for accountability, decision-making, learning, and management purposes. The main objectives of this evaluation are to provide the relevant EU services, interested stakeholders and the general public with

an overall independent assessment of the performance of the EU Democratic Governance Support Program, with particular attention to its intermediate results measured against its intended objectives; and the reasons behind these results; examining the results achieved against objectives, the impact of the project (overall and by beneficiary) and the impact of the project on horizontal aspects such as human resource management, training, strategic planning, internal control and leadership. To this end, the evaluation mission will reflect on the completion status of the program, assess its relevance to the desired impact,
key lessons learned, conclusions, and related recommendations for improving current and future actions.
The evaluation will also assess the effectiveness of the action’s implementation modality, and provide recommendations on the modality to be adopted for future actions.
In particular, this evaluation will serve as a useful tool to better understand the performance of the action, its enabling factors and those that hinder the successful achievement of results in order to adjust its design or implementation modality and to inform the threats and opportunities to the project’s achievement for future interventions.

The primary users of this evaluation will be the EU Delegation to Nigeria and ECOWAS, the Federal Ministry of Finance, Budget and National Planning, program implementing partners, key project beneficiaries, and other national stakeholders, including civil society groups.

Services:

Specifically, the tasks are as follows:

Conduct an environmental scan and identify priority areas for support:

(a) Conduct a detailed analytical study of the electoral environment. This study will identify potential activities to be funded, including the funding strategy to be adopted.

(b) Critically examine whether the project implementation approach adopted in the first phase of the program remains the most effective. phase of the program remains the most effective.

The evaluation had to:

Conduct a thorough analysis of the problems to be addressed by the electoral support program and a description of how the recommended activities will address these problems.
Conduct a capacity assessment of the project stakeholders and potential beneficiaries of the recommended financial support
Identify the policy and regulatory environment in which the EMB and other stakeholders operate and the key opportunities and challenges that enable or constrain reform;
Identify a theory of change to support the proposed action, highlighting priority areas for support and analysis of underlying issues. support and analysis of underlying issues. Human rights, gender, and security considerations should be systematically addressed.

Action Description:

  • Recommendations for monitoring, evaluation and auditing mechanisms, as well as management and coordination arrangements.
    Analyze the consistency of the proposed project with the partner government’s development policy, sectoral policies, and expenditure plans. The formulation should assess the strength of these policies and plans and the extent to which the proposed project can be linked to them.
  • Design the EU’s response to the Nigerian electoral process by defining clear priorities, specific activities, and timelines. This will include an analysis of how different stakeholders will be best supported and what their main responsibilities will be during implementation. In addition, analyze and prioritize the intervention areas/activities to be supported based on a detailed SWOT10 analysis and justify the proposed intervention.
    Formulate the overall objective (impact), specific objectives (results), outputs and indicative budget as well as the corresponding indicators, baselines and targets (all three disaggregated by gender) and the respective sources of verification. To be presented in the indicative logical framework matrix in the annex of the action document.
  • Potential Implementing Agencies/Service Providers. The assessment will focus on their institutional, technical, operational and financial capacities, as well as their absorptive capacity, degree of local ownership and sustainability in relation to the proposed action.
  • Briefly articulate the intervention logic/theory of change for the proposed action, using the context analysis and risk assessment to define the key assumptions of the results chain (how the outputs will lead to the expected outcomes and impact) – i.e., how the action will bring about change in the targeted context, why, and on the basis of what assumptions/evidence.
    Propose detailed and justified implementation arrangements for the project.
  • Suggest an indicative implementation period, budget, and to ensure ownership and alignment, provide a brief description of the project’s implementation arrangements (e.g., the arrangement of the steering committee, the role of the EU delegation in the governance of the action, the main counterparts and implementing entities, any project implementation units and their main tasks, etc.).
