Mission for the Identification and Formulation of a Transport Sector Reform Program in Algeria: Transport II

In order to upgrade the country’s infrastructure, the Algerian government has been making significant and sustained investment efforts since the beginning of the decade, particularly in railway, urban transport, road, motorway and port infrastructure. The mission is to identify and formulate a Transport II program to deepen and consolidate the results of the first program, and consequently to consolidate the implementation and results of sectoral reforms by integrating the acquis communautaire.

Overall Objective

Based on an analysis of the transport sector, the objective of this mission is to identify and formulate a support program for transport sector reform and to verify the feasibility of using the “sector budget support” instrument.

Specific Objectives

  • The drafting and updating of the identification form, drawn up according to the standard model specific to the programs financed within the framework of European Union cooperation.
  • The preparation of a program identification report based on the needs assessment and identification of the necessary means, including a documentary analysis and an inventory of the situation of the transport sector in Algeria. This analysis will be carried out through the description, presentation and examination of the various components of the sector. On the basis of the findings, the priority problems will be identified and an analysis will be made of how the program can support Algerian institutions in addressing them.
  • The drafting of the formulation sheet will be based on the standard model specific to programs financed within the framework of European Union cooperation;
  • Drafting the technical and administrative provisions (TAD) of the program and the terms of reference (ToR) for the support necessary for the execution of the program.
  • The preparation of a program formulation report.

The identification should, among other things, analyze the transport policy and strategy in Algeria, including an assessment of the progress of the National Transport Program (NTP); the normative and regulatory framework of the transport sector; the institutional structures and their capacities; the efficiency of the organization of the transport sector (e.g., staff skills); training and engineering capacity building in the sector; the participation of the various actors in the implementation of the National Transport Plan); the sector information system; the budgetary framework and the medium-term expenditure outlook for the sector; and the awareness and information of the public and the institutions involved at the local level.

Services:

  • A program identification sheet, written according to the standard model specific to the programs financed in the framework of the European Union cooperation;
  • An identification report of the Algerian transport sector support program, both in terms of objectives and expected results as well as activities and performance measures. The report includes an analysis of the feasibility of the program, including the feasibility of its implementation using budget support;
  • A program formulation sheet, drawn up according to the standard model specific to programs financed in the framework of European Union cooperation, including: a draft financing proposal, a logical framework, a budget, a schedule of activities and a system for monitoring performance by identifying appropriate indicators;
  • A program formulation report, including: a draft financing proposal (drafted according to the standard template), a logical framework, a budget, a calendar of activities and a system for monitoring performance by identifying appropriate indicators.
  • A draft text of Technical and Administrative Provisions (TAD), written according to the standard format and Terms of Reference (ToR) to be used for the recruitment of technical assistance for the project.
