To proceed to the identification and formulation of the sectoral support program of the European Union for the integrated territorial development of rural and landlocked areas.

This identification/formulation will have to meet certain guiding principles, namely:

– The support program should promote a territorial approach centered on a greater empowerment of the commune, while being part of the “advanced regionalization” mechanism;

– In doing so, the program will contribute to the emergence “from below” of appropriate procedures for the identification, financing, implementation and management of local development, while at the same time being part of the multi-actor and multi-level territorial governance system constituted by “advanced regionalization”;

– The envisaged support could provide an opportunity to test, in a pilot region, the mechanisms envisaged in the national legislation and capitalize on the lessons learned.


The territorial approach should be deepened in the regions identified by MAPM: Rif, Souss Massa, Oriental and Beni Mellal. MAPM has carried out a precise and mapped diagnostic work,  on which we will rely to go further, particularly in the exploitation of the various of the different data and maps.

This work will allow us to better target more sensitive areas within the large regions identified. This work should allow us to choose 2 or 3 of the above-mentioned regions to conduct the field to conduct the field phase.
