Valorization of the Production Quality of Fruits and Vegetables and Upgrading Diagnosis of Phyto-sanitary and Phyto-technical Laboratories

Many plant products represent, for Algeria, an export potential. However, most growers of fruit and vegetables for export are not sufficiently informed and motivated by the need to ensure high quality and reliability of supply.

The current situation of the control of the phyto-sanitary and phyto-technical services of imports in Algeria is almost entirely based on the evaluation of dossiers. Insufficient laboratory capacity is noted at ports and land borders to carry out physical tests, with a lack of capacity to test all plants and seeds used for national production, as well as pesticides and their residues.

The Global Objectives are :

a) The elaboration of a strategy for the development of export production in the fruit and vegetable sector, including the reduction of constraints related to certification and label of origin ;

b) The elaboration of a strategy for the appropriate upgrading of phyto

sanitary, with a view to improving both the procedures for the analysis of plant products and the system for the control and certification of seedlings and seeds.

The specific objectives are :

a) The identification of products with a real potential for the valorization of the production for export on the basis of labeling and delimitation of production areas;

b) The identification of the needs for tidying up laws and regulations, training of managers and commercial organization;

c) Elaboration of an effective strategy for the development of the sector in 2006 and 2007 and in the medium term;

d) Assessment of the existing situation of the scientific structures concerning the expertise of the staff and the adequacy of equipment, and the degree of compliance with European standards;

e) The development of a training and equipment supply program necessary for the improvement of inspection, sampling and analysis techniques in 2006 and 2007 and in the medium term.

Services :

Analysis of current constraints related to the certification and labeling of products for export.

Analysis and proposal of reforms required to better codify certification and labeling and to draft operational guidelines.

Definition of the training needs of the Ministry’s managers and the needs of farmers and exporters:

Definition of required equipment

Development of a practical strategy for the progressive valorization of the targeted products: Direct support programs for farmers/exporters and their professional associations; and Training programs for Ministry officials and farmers/exporters.

Analysis of the existing situation of the scientific structures concerned in accordance with European standards.

Proposal of a planning of the upgrading to European standards: Phyto-sanitary standards of plants, physico-chemical conformity of pesticides and their residues, Phyto-technical quality standards of seeds and seedlings for import and national production.

Proposal of a normative certification scheme for plant material intended for planting.

Elaboration of the terms of reference for more extensive assistance in the years to 2 years.
