Final Evaluation of the Technical Assistance Contract for Health Sector Reform between the EU and the Philippines
Full description of the project
The overall objective of the mission is to report on the results achieved during implementation against the original objectives of the technical assistance, as well as on lessons learned.
The specific objective is to provide the partner government, the relevant EU external cooperation services and, where appropriate, the general public with an independent assessment, evaluation, and validation of the results achieved in the implementation of the technical assistance component of the Philippine Health Sector Reform Contract with the Government of the Philippines.
The evaluation concluded that collaborative tripartite management had proved its importance to program delivery. When interest in the meetings waned, the pace of the program slowed; when reactivated, progress in recruiting ToRs and NKEs was effectively improving.
The program extensions contributed funds and time to accelerate and finalize a key part of the ToR. Three years is an extremely short time to achieve the desired level of objectives.
In each KRA, more ToRs were implemented than expected at the kick-off meeting, even adjusted with the 20% increase in the number of working days after the program was extended.
There was an improvement in the focus of LGUs with 11 ToRs (20%) at the inception report and 54 or 40% with a defined focus of LGUs in the last 90 terms of reference.
In the last two years of the PHSRC program, contracts, disbursements and ToRs have accelerated.
The context and hierarchical management of the Philippines, certainly in the DoH, is conducive to high transaction costs due to slow processing and responsiveness.
In addition to the PHA (2016-2022), the overall context of the health legal environment has naturally influenced the content and focus of PHSRC’s missions.
The Philippine Health Sector Reform Contract (PHSRC – ’30 million) is the third and final budget support program, for which a share of almost ’10 million has provided technical assistance in addition to the budget support component.
