Support to the Zambian Drug Regulatory Authority in the preparation of tenders
Full description of the project
This assignment is to assist ZAMRA in planning the activities agreed upon under the EU project with respect to the construction of new premises, the purchase of equipment, and the recruitment of external expertise. The proposed solutions are to meet current and short-term needs and to allow for cost-effective expansion in response to future needs.
In all aspects of the work, relevant EU policies, strategies, and guidelines must be respected and applied. Mission members must be prepared to eventually work closely with experts delegated by other organizations – in particular WHO.
Overall objectives
The objective of this project is identical to the objective of the government’s National Strategic Health Plan 2011-15: “To improve the health status of people in Zambia in order to contribute to socio-economic development”.
Specific objectives
- To improve access to and availability of quality-assured drugs and promote their rational use in the public and private sectors in Zambia
- Evaluating the readiness to issue tenders for the works and services needed to begin construction of the building
- Evaluating ZAMRA and its control laboratory to identify the long-term TA needed to build the regulatory functions, including QC drugs
- Review ZAMRA’s strategic plan and recommend changes needed to align the EU project with ZAMRA’s strategy
- Prepare tender documents and terms of reference for work and services to start the EU project
