Baseline Review for the Policy Dialogue in Kosovo on the Governance and Funding of VET
Detailed Project Description
The mission involves an independent review of the governance and funding arrangements for VET in Kosovo, building on the ETF’s Turin Process, with a view to better aligning the human capital development system with labour market needs and the prospects for EU accession.
Overall objective
To contribute to the comprehensive reform of VET in Kosovo through a structured policy dialogue aimed at defining a modern, effective and inclusive legal and institutional framework for the initial and continuing training of young people and adults.
Specific objectives
• Conduct an in-depth analysis of the roles, responsibilities, resources and capacities of the various VET stakeholders.
• Identify governance, institutional and financial barriers to aligning training provision with labour market demand.
• Assess current funding arrangements, including the use of available funds and the potential for institutions to generate their own resources.
• Compare the current state of VET with a desirable governance model, with a view to preparing new legislation.
Expected outcomes
• A clear mapping of VET governance functions and stakeholder responsibilities.
• A documented identification of gaps between the current situation and the governance model,
• A solid analytical basis for enhanced policy dialogue on VET reform in Kosovo.
