Detailed Project Description

The assignment forms part of the 2015–2030 Strategic Vision for Education, which aims to establish a ‘new Moroccan school’ by strengthening evaluation and communication systems relating to reforms in teachers’ professional development.

Overall objective
To contribute to the success of education reforms by supporting the Ministry of National Education in the design and implementation of an integrated internal and external communication plan on the professional development of primary and secondary school teachers.

Specific objectives
• Analyse the existing communication strategy and channels within the Ministry of National Education (MEN).
• Identify key stakeholders, their expectations and sources of resistance to change.
• Develop a communication strategy aligned with Vision 2015–2030 and the MEN’s overall strategy.
• Design an operational plan for communication and change management to support the reforms.

Expected outcomes
• A structured assessment of the current communication strategy and channels.
• An analysis of stakeholders and their resistance to change.
• A formalised and validated communication strategy.
• A detailed communication and change management plan ready for implementation.
