Start-up Support Mission for the EU REFIN Programme

Detailed project description

This project involves drafting the terms of reference for a direct management service contract for the recruitment of technical assistance at the Ministry of Finance, in accordance with Annex III of the Commission’s implementing decision of 10 November 2016 and the related Financing Agreement. It will be carried out in two phases: a phase of engagement and priority identification, followed by a phase of drafting the Restricted Call for Tenders.

Overall objective
To contribute to strengthening the capacity of the Ministry of Finance through the preparation of a technical assistance contract that complies with European Union requirements and is aligned with the priorities for public finance reform in Algeria.

Specific objectives
• Identify, in consultation with stakeholders, the priorities for intervention and the actions to be further developed.
• Analyse the available strategic and technical documentation (PAP, PSMFP, PEFA report, finance laws, etc.).
• Define the scope, deliverables and implementation arrangements for the technical assistance.
• Draft all the documents constituting the ToR in coordination with the CMFP and the EU Delegation.

Expected results
• Priorities for action and proposed measures validated with the beneficiaries and the CMFP.
• Structured analysis of reference documents and the needs of the Ministry of Finance.
