The mission aims to conduct an in-depth analysis of the political economy of the social protection system in Iraq, examining the dynamics, actors and power relations influencing the ongoing reforms. It covers institutional, social and economic dimensions, both at the federal level and in the Kurdistan Region, in order to inform decision-making processes.

Overall objective
To provide a comprehensive understanding of the opportunities and constraints within the social protection landscape in order to strengthen policy dialogue and improve the effectiveness and sustainability of reforms.

Specific objectives
• To analyse political, social and economic factors;
• To map stakeholders and their influences;
• To identify barriers and drivers of reform;
• To propose mechanisms and actions that promote sustainable change.

Expected outcomes
• A better understanding of sectoral dynamics,
• A clear mapping of stakeholders,
• Identification of obstacles and opportunities for reform,
• As well as operational recommendations to support a sustainable transformation of the social protection system in Iraq.
