Detailed project description

The project aims to develop a structured catalogue of public services in order to guide and prioritise their digitalisation, based on the needs of citizens and businesses, the complexity of implementation and the associated costs, whilst enabling an economic analysis of the impact of this transformation.

Overall objective
To establish a national repository of public services to facilitate the prioritisation, coordination and management of their digitalisation.

Specific objectives
• To collect and consolidate data on public services from ministries and institutions.
• To classify and evaluate services according to their relevance, impact, complexity and cost.
• Harmonise digital transformation initiatives around user needs and agile methods.
• Establish a database for performance monitoring and economic analysis of digitalisation.
• Support the development of shared infrastructure and services (interoperability, common platforms).
• Develop and roll out a training strategy in digital governance.

Expected outcomes
• A national catalogue of public services that has been validated and shared among stakeholders.
• A clear prioritisation of services to be digitised in the short, medium and long term.
• A set of indicators to measure the performance and economic impact of digitalised services.
• Strengthened digital governance capabilities within public administrations.
