Detailed description of the project

The project involves conducting an independent evaluation of an EU intervention focused on citizens’ rights, within the context of results-oriented cooperation and contributions to the SDGs.

Overall objective
To assess the project’s overall performance in terms of relevance, effectiveness, impact and sustainability, with a view to improving the strategic planning of future EU interventions in the same sector.

Specific objectives
• To measure the project’s achievements, quality and results against the set objectives.
• To analyse the causal links between inputs, activities, outputs, outcomes and impacts.
• To identify the factors facilitating or hindering progress and the delivery of results.
• To formulate conclusions and operational recommendations to adjust current and future interventions.

Expected results
• A comprehensive, documented assessment of the project’s past performance and the reasons behind the results achieved.
• Concrete recommendations to strengthen the design, implementation and monitoring of future EU actions.
• Better use of the evaluation by the EU Delegation in Egypt, the NCHR, the NCW and CSOs for decision-making and institutional learning.
