Institutional Support Mission to the Beneficiary Entities of the Complementary Support Programme for Public Policies on Water Resources Management for Rural and Agricultural Development (PAPS-eau)
Full description of the project
The water sector is a key sector for the development of Tunisia, in a physical context where the average availability per inhabitant, less than 500 m3/inhabitant, places Tunisia in a situation of structural shortage.
Moreover, in the context of the emergence of an autonomous expression of civil society, the development of a democratic debate on water issues and the strengthening of transparency requirements of public actors, the strengthening of skills and the development of communication capacities and tools are identified as strong requirements to which the PAPS intends to provide a response.
Overall objective
The general objective of this project is to contribute to a better consideration of the problems of resource preservation and water demand management in an integrated approach.
Specific objectives
The specific objectives of this contract are in the water sector and in a perspective of sustainable and integrated management:
- Capacity building of the BPEH in its missions to improve sector governance;
- Strengthening the technical capacities of key actors within the Ministry of Agriculture (in this case AVFA and SONEDE);
- Contribution to the improvement of the strategic approaches and intervention modalities of the MA and the ME on key issues (conventional water resources management, water management at the agricultural plot, water pollution control).
