Overall objective

The overall objective of the assignment is to provide an in-depth analysis of the political economy of the social protection landscape in Iraq, including opportunities and constraints, underlying dynamics, incentives, patterns and informal power relations that affect the effectiveness, efficiency and sustainability of current reform efforts in order to create an appropriate understanding for policy dialogue and operational implementation in the social protection sector.

Specific Objectives

  • To analyze the different political, social and economic factors shaping the development of social assistance, social care, social insurance and active labor market policies in Federal Iraq and the Kurdistan Region of Iraq, including in the humanitarian response;
  • To analyze the different national and local actors, as well as international actors involved in social protection policy, including humanitarian response, their respective roles, agendas and influence on the policy-making process;
  • Identify the factors and actors that promote or hinder social protection policy reform and adoption, focusing on national, sub-national and non-governmental efforts, as well as on current donor-supported programs in Iraq;
  • To identify agents, pathways, triggers for change and concrete actions, including policy dialogue, that can support long-term sustainable reform of the social protection system in Iraq.
