Public Finance Management Performance Measurement Framework – Performance Report

Full description of the project

The PAGAMGFP is part of the process of deepening a series of public finance reforms, while broadening the scope to include other aspects of public finance management that have been identified in the various diagnostics carried out with the support of technical and financial partners. In particular, emphasis is placed on budgetary control (judicial and administrative control) and strengthening the public procurement system (procedures and regulatory framework).

Objectives

The objective of this evaluation is to take stock of the public financial management system in Mali (base-line), based on the high-level indicators of the Public Financial Management Performance Measurement Framework.

The purpose is to establish a baseline situation for the implementation of the PAGAMGFP and any other public finance reforms. The evaluation should be undertaken in such a way as to ensure rigorous measurement and monitoring of public financial management performance over time, in conjunction with the joint annual PAGAMGFP implementation evaluation exercise.
