Recruitment of a Technical Operator (TO) to Support the Implementation of Component 1 of the PNDA – Short-Term Contract (Pilot Phase) in the territories of Bulungu, Idiofa and Gungu in Kwilu Province

The National Agricultural Development Programme (PNDA) in the DRC is a five-year, US$500 million project funded by the World Bank, aimed at reducing rural poverty through the modernisation of agriculture. It operates in three provinces through four components: agricultural productivity, market access, agricultural public goods and services, and institutional strengthening, with a focus on food security, nutrition and investment mobilisation.
Overall objective
To support, by 2024, the implementation of Component 1 of the PNDA in the territory of Bulungu (Kwilu) through a Technical Operator responsible for registering producers in the RNA, disseminating technology packages via electronic vouchers and field schools, implementing the financial incentive mechanism, and an operational communication strategy.
Specific objectives
• Increase the productivity and assets of smallholders and promote their integration into supply chains.
• Support investment in public agricultural goods and services (R&D, animal and plant health, infrastructure).
• Strengthen the capacities of the relevant ministries in management, monitoring and evaluation, and service delivery.
• Ensure communication about the project to the various target groups.
Expected outcomes
• An operational and regularly updated National Register of Agricultural Suppliers (RNA).
• A register of suppliers of agricultural goods and services established and kept up to date.
• Promotional, information and awareness-raising campaigns implemented and documented.
• Incentive applications recorded in the SIGI and technically monitored in the field.
• New PTechs developed and submitted to the UGPN.
• Communication strategy implemented, with materials produced and distributed.
