Selection of an International Consultant to Assist the Government of the Democratic Republic of Congo in the Procurement of an IT System for the Management of Public Finances and the Administration of State Human Resources ” PRCG
Full description of the project
Within the framework of the Governance Capacity Building Project, the Government of the Democratic Republic of Congo (DRC) has decided to implement a vast program to modernise the management of public finances and the administration and management of the State’s human resources, including each of these two areas :
- On one side, the implementation of a number of legislative and regulatory reforms;
- On the other, the implementation of a turnkey IT system.
Objectives:
The overall objective of the project is to assist the Government of the DRC in acquiring the integrated computer system for public finance management, civil service administration and payroll.
This system is to be installed initially at the level of the central administration in Kinshasa and the provincial services in Katanga, South Kivu and Bandundu. It will then be gradually deployed in the other provinces of the country.
The installation of this system must go through a set of preparatory works consisting of :
- Analyse in detail the systems already operational or under construction at the administration level (set of existing applications, planned developments, possible interconnections of these applications as well as new projects planned);
- Assist in the supervision and capitalisation of ongoing activities, with the aim of ensuring full consistency with the future system;
- Develop a global orientation note for the computerisation of public finances and the civil service;
- Assist the Government in the tendering process up to the contracting stage with the successful bidder;
- And finally, to ensure the follow-up and quality control of the work to be carried out by the successful bidder.
The target system consists of integrated management :
- Budget preparation (annual and multi-annual);
- Public expenditure at the level of the central government and three provinces;
- State and decentralised authorities’ revenues at the level of the provinces;
- Public accounting for the central administration and the provinces as well as the management of the State’s financial resources;
- Steering, monitoring, and control of the state budget;
- The management of the personnel of the central administration and those of the provinces, including the processing of salaries.
