Support for the diagnosis and definition of support needs for primary health care structures in Morocco
Full description of the project
The overall objective of the PASS III program, of which this contract is a part, is to improve the health status of the population within the framework of the generalization of universal health coverage in Morocco.
The specific objective of this contract is to provide support for the diagnosis and definition of needs for the preparation of a service contract in support of Primary Health Care Establishments (PHCE). International technical assistance with the mobilization of principal and non-principal experts is foreseen in this contract in support of territorialization in PHCFs.
It will be necessary to :
- To clarify the relationship between ESSPs and future GSTs, especially in the area of human resources;
- Describe and analyze the current relationship between the ESSPs and the DRS/SRES, analyze its strengths and weaknesses, and propose recommendations for improvement, particularly in the area of IT monitoring and reporting of data collected in the field;
- To describe the system for collecting and managing user complaints;
- Define the attributions and the mode of organization of the health district as the most deconcentrated territory for planning, program monitoring and supervision of the PHCs;
- Define the minimum package of care and services (PMS) to be made available at the level of the PHCs to meet the needs and expectations of the population;
- Deploy the intervention model for the psychiatric care of perpetrators of violence against women produced in the framework of the PASS II TA.
The project will be devoted to the capacity building of health personnel deployed in the regions in the PHSCs and to the training of health personnel who must face new responsibilities in the context of the territorialization of services. The next classes of the MBA in territorial health management, the first class of which graduated in 2021, will be budgeted from this envelope. The managers in charge of the ESSP whether they are in the GST or the DRS will be included in the training.
Capacity building will focus on the following areas:
- Training of health professionals from health districts and SRES in planning and monitoring of health programs;
- Involve the health professionals of the PHC in management training.
