Integrated Program of Pollution Control Interventions in the Lake of Bizerte Watershed for the Restoration of the Quality of its Waters and Ecosystems

Overall objective

In the context of Initiative H2020, the MEDD wishes to promote the “reconciliation of the Lake of Bizerte with the Mediterranean Sea”. Thus, the general objective of the project subject of feasibility analysis is to restore the quality of the waters and the ecosystems of Bizerte Lake to support sustainable socio-economic development and to improve the quality of life of the citizens.

The objective of the Technical Assistance is to analyze in detail all the interventions proposed by the project as regards the technical, financial, economic, institutional, and environmental aspects and to provide the EIB with all the necessary indications for the detailed appraisal of the project.

Specific objectives

  • Verify that the promoters have the necessary capacities to manage the implementation of the works, the operation, and maintenance of the new facilities and structures
  • To check the possibility of having an institutional and legal context that supports the good success of the interventions
  • To update the environmental and socio-economic state of the Bizerte Lake as well as its BV
  • To evaluate the technical justification of the proposed interventions with respect to the main objective of the project and to identify the possible technical alternatives.
  • To identify the opportunity to operate water and energy savings and to implement CDM
  • Select the most appropriate technical alternatives for the various proposed interventions based on their cost/benefit ratio (internal and external) and environmental impact
  • Provide a technical description of each intervention sufficient to estimate its costs and assess its environmental impact
  • Following a technical description and cost estimate, analyze the overall economic justification of the proposed interventions and the financial profitability of each intervention.
  • Estimate the environmental impact (positive and negative) of the interventions, consult with stakeholders, and identify appropriate mitigation/compensation measures
  • Provide tender documents for the execution studies and, where necessary, supervision the works
