Mid-term evaluation of the PACTEA program

Full description of the project

PACTEA is a project that aims to support local authorities in providing access to drinking water and sanitation. A budget of €20.2 million has been allocated for the program, which is scheduled to be implemented over a period of 4 years.

PACTEA integrates the achievements of KFW and AFD interventions in the 1st Region and those of other interventions, including PRS II, in the 4th Region.

The main activities planned aim to improve :

  • Drinking water supply in rural and semi-urban centers;
  • The management framework of the water service through the transfer of competencies to the local authorities;
  • Hygiene and sanitation conditions;
  • The capacities of the communes and the deconcentrated technical services (orthophoto plans).

This service contract is carried out on behalf of the Malian administration represented by the Ministry of Foreign Affairs and International Cooperation, the National Authorizing Officer of the EDF, and the Ministry of Energy and Water competent for all aspects related to the water sector.

Other deconcentrated public services, water users’ associations, and communal authorities involved in water management and the sustainability of investments are also beneficiaries of this mission.

The overall objective of the mid-term evaluation is to verify the achievement of the project’s objectives and the results expected and obtained to date, as set out in the CF n°9434/MLI – PACTEA financing agreement.

The mid-term evaluation mission must allow for the establishment of a mid-term evaluation report describing the methodologies used, the results and impacts obtained to date in relation to those expected, and to formulate recommendations by the experts for the post-project period.
