The overall objective is to provide policymakers in the Philippine and EU governments with sufficient information to make informed judgments about the results of the project.
- Conduct an overall independent assessment of the project’s performance to date, with particular attention to the project’s performance against its objectives;
- Examine achievements against considerations of relevance, efficiency, effectiveness, sustainability, and impact on project beneficiaries;
- Assess the management and coordination systems of the project planning and implementation methodology, financial and administrative procedures, and the quality of internal and external monitoring and evaluation systems;
- Assess the sustainability perspective of the benefits of the intervention; and
- Identify key lessons and make concrete recommendations for improving current and future actions to achieve the objectives of the health sector reform program.
