Full description of the project

The overall objective is to provide policymakers in the Philippine and EU governments with sufficient information to make informed judgments about the results of the project.

• Conduct an overall independent assessment of the project’s performance to date, with particular attention to the project’s performance against its objectives;
• Examine achievements against considerations of relevance, efficiency, effectiveness, sustainability, and impact on project beneficiaries;
• Assess the management and coordination systems of the project planning and implementation methodology, financial and administrative procedures, and the quality of internal and external monitoring and evaluation systems;
• Assess the sustainability perspective of the benefits of the intervention; and
• Identify key lessons and make concrete recommendations for improving current and future actions to achieve the objectives of the health sector reform program.
