Mid-term Evaluation of the RETFOP Project (Revitalisation of Technical Education and Vocational Training in Angola)
Detailed project description
The project supports the Angolan TVET system, which is structured around technical and vocational education under the Ministry of Education (ME) and vocational training managed by the Ministry of Labour, Social Solidarity and Social Protection (MAPTSS) via INEFOP, with the aim of improving governance, the quality of training provision and its alignment with the labour market.
Overall objective
To contribute to reducing unemployment, particularly among young people, by making human capital more employable and productive through a better-organised, more efficient TVET system geared towards the needs of the economy.
Specific objectives
• To strengthen the strategic management capacities of the relevant public institutions at central and local levels.
• Improve the quality and relevance of TVET programmes and qualifications.
• Facilitate the transition of TVET graduates into the labour market.
• Conduct a comprehensive and independent evaluation of the RETFOP’s performance, including factors causing delays and working methods.
Expected results
• Strengthened steering and coordination capacities at the Ministry of Education (ME), the Ministry of Labour, Social Affairs and Solidarity (MAPTSS) and the National Institute for Vocational Training and Employment (INEFOP).
• TVET programmes and qualifications better aligned with labour market needs.
• Improved labour market integration of young graduates.
• Operational conclusions and recommendations available to optimise the performance of the RETFOP and guide current and future interventions.
