Design of the Community Score Card Mechanism for an EU-WB Health Project, and Selection of Implementers’ Support

Full description of the project

The overall objective of the mission is to contribute to poverty reduction in Swaziland by improving the delivery of social services: better accessibility of services.

The specific objective is to establish a Community Score Card (CSC) measuring citizens’ satisfaction with health and social welfare services.

This will help monitor the overall progress of the EU/WB project. Through community building and dialogue with responsive health authorities, improved access and quality of health services are achieved.

The team is expected to conduct this mission in Swaziland and should proceed as follows :

  • Drafting a short-term mission report
  • Draft guidelines for applicants (following EU formats and procedures) for a call for proposals for local Non-State Actors (NSAs = local NGOs, CBOs, FBOs, etc.) who will be in charge of producing community scorecards to assess the progress of the above-mentioned EU/MB project, which should result in improved service satisfaction.
  • Draft Terms of Reference (following EU formats and procedures) for the long-term service contract that will be responsible for guiding the work of the NSA.
  • External evaluator for the selection of long-term service contracts
  • External evaluator for the selection of a local NSA and local health staff in the community Score Card program.
