Full description of the project

The Transboundary Environment Project, subject of the financing agreement n° 9561/REG signed between the Caribbean Forum of ACP States (CARIFORUM) and the European Union, is an intervention that should contribute to the improvement of the institutional capacities of the two States and of the non-state actors for the development and sustainable use of biodiversity in the Azuei and Enriquillo lakes region, through the development of a bi-national and transboundary cooperation

The purpose of this mission is to carry out the final evaluation and capitalization of the PET Transboundary Environment Project and to provide the various project managers (the supervisory ministries: MARNDR and SEMARENA), the National Authorizing Officers of the EDF, the Delegations of the European Union in Haiti and the Dominican Republic, with objective analyses and conclusions on the results achieved. Based on these conclusions, the evaluation will draw lessons from the implementation of the program, in terms of success and failure factors, and will develop recommendations.

The purpose of this mission is to carry out the final evaluation and capitalization of the PET Cross-Border Environment Project and to provide the various project managers (the supervisory ministries: MARNDR and SEMARENA), the National Authorizing Officers of the EDF, and the Delegations of the European Union in Haiti and the Dominican Republic, with objective analyses and conclusions on the results achieved. Based on these conclusions, the evaluation will draw lessons from the implementation of the program, in terms of success and failure factors, and will develop recommendations.

Generally speaking, the service will consist of conducting the final evaluation of the project in a forward-looking manner that will cover both the evaluation itself and the capitalization of the work done. In order to assess the implementation of the project, the quality of the actions carried out (main and accompanying actions) and the results obtained, the relevance of the measures taken for the sustainability of the project as well as the lessons to be learned for future cross-border projects in the fields of protection and enhancement of biodiversity for the benefit of local populations and in the objectives of the fight against poverty.
