Detailed project description

The Budget Support Programme for the Consolidation of the Haitian State aims to support structural reforms of the State through targeted budgetary and institutional support in the financial, administrative and social sectors, particularly primary education.

Overall objective
To contribute to poverty reduction and the sustainable improvement of living conditions for the Haitian population through state strengthening, macroeconomic stability and the expansion of access to basic social services.

Specific objectives
• Strengthen the state’s financial capacity through tax reform and improved tax equity, in particular by increasing revenue from major taxpayers.
• Improve public financial management, budgetary transparency and mechanisms for oversight and the fight against corruption.
• Target and support priority spending on primary education within the framework of national policy.
• Support governance and the modernisation of the civil service through the Framework Programme for State Reform.

Expected results
• A sustainable increase in tax revenue and improved tax equity.
• Strengthened public financial management systems, with greater budgetary transparency and reduced risks of corruption.
• Improved quality and coverage of primary education services.
