Mid-term Evaluation of the Chilungamo Programme (Justice and Accountability)

The Chilungamo programme aims to promote a life of dignity in Malawi by strengthening democratic governance and access to fair and effective justice, through coordinated support for public institutions, civil society and evaluation and monitoring mechanisms.
Overall Objective
To contribute to responsible and transparent governance that guarantees informed democratic choice and equitable access to justice, particularly for women and poor and vulnerable populations.
Specific Objectives
• To strengthen democratic governance and the capacity of citizens, accountability institutions and civil society to demand transparency and accountability.
• Improve access to criminal and civil justice for all, particularly vulnerable groups, through better coordination and efficiency of the judicial system.
• Restructure and harmonise the intervention logic of the eight contracts based on existing logical frameworks and stakeholder consultations.
Expected results
• Strengthened democratic processes and more effective national accountability institutions.
• Citizens, civil society and oversight bodies better equipped to demand transparency and accountability from decision-makers.
• Increased coordination among criminal justice actors and expanded access to formal and informal justice for vulnerable groups.
