Opportunities and Options for the Promotion of a Green Economy in the Eastern Partnership Countries

Full description of the project

This mission aims to provide an analysis of the status of eco-innovation and green economy policies in the Eastern partner countries, including the regulatory framework, R&D, and economic instruments. The analysis should be carried out by reviewing the available national literature and documentation as well as information available from existing programs funded by international financial institutions.

It also aims to identify areas where opportunities for green economy development and eco-innovation in the recipient countries exist.

These should take into account the following issues :

  • Regulatory reform (as part of the approximation to the acquis communautaire);
  • National household consumption trends for sectors where local production is important, such as food, clothing, housing and energy expenditure, transport, and communication means;
  • The possibility of introducing or expanding green public procurement;
  • Possibilities to finance green R&D and to strengthen cooperation with research institutes in the EU;
  • The development of green R&D technologies and demonstration platforms as well as strengthening cooperation with EU platforms;
  • The scope within the national economic policy
  • Identification of areas where such developments could be better promoted through a regional approach
  • Proposal of actions that could be envisaged to foster the development of the green economy and eco-innovation in partner countries.
