Pre-feasibility Study and Preparation of Tender Documents for the Construction of the Federal Justice Training Center

Full description of the project

The main objective of the mission is to launch the preparatory phase of the infrastructure component of the project, in order to be able to launch the tender for works and services as soon as the financing agreement between the EU and the Expert Group is signed.
The overall objective of the mission is to carry out all the necessary feasibility study prerequisites for the launch of the infrastructure component of the project “Strengthening JOPTC”.
The specific objectives are:

• Produce a cost estimate for the JOPTC training center to be built on land allocated by the local authorities considering the availability of products and related construction costs
• Produce the service tender documents (to be issued by a simplified local procedure) for the recruitment of the team that will be responsible for the preparation of the final design and final bid for the works (including architectural, civil and structural topographic, electrical/mechanical drawings) and, under the approval of the National Authorizing Officer’s authorities, the evaluation of the bids for the works and the supervision of the building works

The consultant will prepare the tender documents for the design, evaluation phase, and construction supervision services.

The output of the assignment is the production of good quality bidding documents in accordance with the 10 EDF rules and regulations that are necessary for the construction of the JOPTC training center and that will ensure good supervision of the works with the required quality control.
