Program Monitoring Mission in support of the National Sanitation Program
Full description of the project
Water is one of the first sectors in Morocco to have benefited from budget support. Indeed, the Structural Adjustment Program for the water sector, known as the FAS Eau, amounting to 120 million Euros (2002-2006) supported the reform of the water sector initiated by the water law (n° 10/95).
This support was articulated around 6 axes of which 2 should be mentioned: the implementation of integrated water resources management (IWRM) and the control of the impacts of liquid discharges on the environment, the preservation of water quality, and the sanitation policy. The National Sanitation Program (PNA) can be considered as an emanation of this first budgetary support
Objectives :
- To support the European Union in monitoring the implementation of the program,
- To support the European Union in the sectoral policy dialogue with Morocco on the themes of sanitation and industrial de-pollution related to the program.
- Ensure regular monitoring of the implementation of reforms supported by the program and related sectoral policies,
- Analyze the general conditions, specific conditions, and performance indicators related to the disbursement of the different tranches of the program’s budgetary support, allowing the European Union to determine the amount of the disbursement to be made for each of the tranches,
- Support the Moroccan partners in defining and programming the implementation of the complementary aid.
