Recruitment of a Consultant in charge of assisting ANETI in the Training, the Elaboration of a Monitoring Strategy, a Communication Strategy and the Development of Computer Applications to ensure the Generalization and the Evolution of the Tunisian Repository of Trades and Competences

Overall objective

The general objective assigned to this project is to elaborate a Tunisian Repository of Trades and Skills (RTMC) in order to adapt the profiles of job seekers to the needs of companies in terms of skills, to optimize the role of intermediary in the labor market and to regain the confidence of clients.

This instrument of action on the gap between job supply and demand aims to facilitate the matching of the profiles of job seekers with the needs of companies, based on a skills-based approach.

This benchmark aims to :

  • Modernizing the public employment services;
  • Boost the effectiveness of ANETI’s role as an intermediary in the Tunisian labor market;
  • Move from a traditional approach based on qualifications to a dynamic approach based on competences;
  • To elaborate cartography of all the existing jobs in the Tunisian labor market by integrating several job descriptions spread over several fields;
  • To unify the language of the different actors of the labor market in Tunisia;
  • Ensure a better interaction of ANETI with its ecosystem.

Specific objectives

To deploy the Tunisian Repository of Trades and Skills as a dynamic tool on the labour market in order to ensure its generalisation and evolution, through the assistance of the team in charge of the RTMC and notably :

  • Providing training in several areas: project management, animation techniques, and computer graphics design such as Adobe Illustrator and Photoshop;
  • Implementing an RTMC business intelligence strategy;
  • Develop a communication strategy around the RTMC and implement a communication plan based on the identification of actions to be carried out, the design of detailed planning, and the definition of messages to be transmitted for each target;
  • Ensure active monitoring of the trades;
  • Supporting the evolution of trades;
  • Identify useful sources of information and provide access tools on the evolution of jobs, the perception of jobs in the different professional fields, the evolution of technological standards, and the appearance of new skills and new jobs;
  • Adapting the job descriptions by deploying a management system as well as a digital tool to control the monitoring process through the collection, selection, analysis, and processing of information until it is shared;
  • To develop and implement the necessary IT supports through actions carried out on the Backoffice system and the design of a mobile application;
  • Develop MOOC content to assist ANETI advisors and external users remotely.
