Review of the Policy and Performance of the Decentralisation Sector Reform Contract in Ghana – Funded under the 10th EDF

Detailed project description

The project consists of an assessment mission to evaluate the progress made in implementing the national decentralization policy framework in Ghana for the period 2015–2019, as well as the Decentralization Support Programme II, in order to draw lessons learned and guide future support under the 11th EDF.

Overall objective
To provide an overall assessment of the progress, challenges, and performance of the decentralization process in Ghana and its programmatic support, with a view to informing the design of the next decentralization project.

Specific objectives

• Review the progress of the decentralization support policy since the August 2015 review.

• Assess the level of achievement of the indicators and objectives of the Decentralization Support Programme II, as well as the justification for variable disbursements.

• Capture lessons learned and formulate operational recommendations for the decentralization project funded under the 11th EDF.

Expected results

• Analytical report on the progress and challenges of decentralization (political, administrative, planning, fiscal, and participatory aspects).

• Documented assessment of indicators and the achievement of the objectives of the Decentralization Support Programme II.

• Lessons learned note presenting key insights and a coherent set of recommendations for the next project under the 11th EDF.
