Detailed project description
The project aims to review the policy and procedural framework for the management of official development assistance (ODA) in South Africa and to develop an operational document in the form of guidelines/POS for use by public sector stakeholders.
Overall Objective
To harmonise and improve the strategic and operational management of ODA in South Africa through a single, clear reference framework that can be applied by all implementing agencies.
Specific objectives
• To analyse the existing policy framework and procedures for ODA management.
• To extract and structure key information relating to coordination, development prioritisation and the overall programming of ODA.
• Formalise the processes for soliciting, concluding agreements (overall and project-based) and managing ODA loans.
• Clarify requirements regarding public procurement, legal obligations, financial management, VAT and registration.
• Produce a set of guidelines suitable for all levels of government.
Expected outcomes
• A consolidated working document (Guidelines/POS) for the management of ODA.
• Standardised procedures that are better understood by implementing agencies.
• Strengthened coordination and more effective use of ODA in South Africa.
