Short-term Technical Assistance Specialized in Computer Science to the SIGEFI Permanent Office at the Ministry of Finance

Full description of the project

In order to concretize its efforts to rebuild and relaunch the development process, the Government of Burundi has had an interim Poverty Reduction Strategy Paper (PRSP) since the beginning of 2004, and a full PRSP since the end of 2006. Since then, a document entitled “Public Financial Management Strategy with an Action Plan 2009-2011” has been adopted, as well as the program “Strengthening the Integrated Public Financial Management System (SIGEFI)”. Objective. To ensure the availability, completeness, and regularity of budgetary and accounting data.

Overall objective

  • Ensure, through support to the SIGEFI permanent office team, the stabilization, securing, and upgrading of SIGEFI;
  • Ensure the availability, completeness, and regularity of budgetary and accounting data.
  • The specific objective
  • The evaluation of the relational database model of SIGEFI in its current state;
  • The migration phase of SIGEFI from MS-SQL 2000 and Visual Basic 6 to MS-SQL 2008 and to new development platforms;
  • The stabilization of SIGEFI;
  • The functional evaluation in progress, in its IT aspects;
  • The rationalization of the tasks and the reinforcement of the capacities of the SIGEFI permanent office.

  • The existence of functional technical documentation on the SIGEFI database model.
