Study of the Logical Framework Benchmark Indicators in the Transport Sector

The transport sector is an essential part of the Beninese economy. Its contribution to the country’s Gross Domestic Product (GDP) is about 8%. Despite the importance and volume of investments in this sector, it is clear that the real impacts are not always proportional to the efforts made. This is due to the different successive evaluations made for the benefit of the different investment plans. It also stems from the lack of a reference framework for evaluating and monitoring the actions carried out in the sector.

CCM has conducted a study of the logical framework of reference indicators for better monitoring and evaluation of budgetary programs, as well as increased efficiency of investments. The objective is to provide the Ministry with a structured and coherent framework for the elaboration and design of effective development policies and programs based on a rational targeting of actions to reduce poverty and support economic growth.

The mission provided the Ministry with an evaluation framework for the transport sector and a monitoring system with indicators to.. :

  • Measuring the accessibility of populations to basic community infrastructure
  • Monitoring the performance of the implementation of the budgets and programs of the Ministry of Public Works and Transport
  • Monitoring and evaluation of actions included in the Poverty Reduction Strategy Paper;
  • Post-evaluation of the effects and impacts of the program.
