Support for the Finalization of the Justice Repository and the Referencing of Associated Documents

Full description of the project

The project to support the modernization of the judicial system of the Tunisian Republic has provided for the development of an integrated Information System covering all the needs of the courts and the central services that supervise their activities.

A mission of Assistance for the Study of the Documents delivered by the IS provider at the end of the stages of preliminary studies and development of functional and technical specifications has been programmed in the Annual Plan of Technical Assistance to the PMU and approved by the PMU after a favorable opinion of the IT Directorate of the MJDH, beneficiary of the said mission.

The general objective of this mission is to define the validation of the preliminary studies and functional and technical specifications documents given by the IS provider, documents that should constitute the basis of the future information system of the Tunisian Judicial System that will be developed by this same provider.

Specific objectives are:

  • The sensitization of the leaders and the computer scientists of the MJDH, who participate in the validation of the documents, on the methodology and the approach of validation of the documents of study of the project in its preliminary phases and functional and technical specifications in accordance with the requirements of the DAO and the notations and methodologies recommended (BPMN, UML, J2EE).
  • The assistance of the heads of file and computer scientists of the MJDH in the study and the formulation of remarks on the documents given by the provider
  • The formulation of recommendations on the content and form of the project documents presented (consistency, methodology, clarity) and possibly on the need to add other documents or enrich those already presented to achieve the greatest possible clarity, the aim is to reduce the uncertainties and ambiguities that generate the rework of development work, the main causes of delay in computer projects
  • The assistance of the leaders and the computer scientists in the drafting of the validation report by using a model adapted to the project and the development of the arguments justifying the remarks and the presentation of the additional information necessary for the completeness of the documents to be validated.
  • The technical evaluation of the ‘quality’ of the work carried out by the service provider and of the documents delivered by him.
  • The identification of the risks incurred considering the consistency of the documents provided and the formulation of the measures to be taken to reduce or eliminate them.
