Technical Assistance for the Implementation of the PNG Public Service Commission’s Case Management System

Full description of the project

The assignment is part of the PNG Government’s ongoing agenda for public sector reform. The review and further development of a key element of sustainable reform such as the case management system aligns well with the PSC’s 2019-2023 plan and demonstrates the government’s commitment to good governance.

Overall objective

The overall objective of this mission is to provide adequate support to the Public Service Commission (PSC) and other relevant agencies to carry out their public service management tasks effectively, including strengthening accountability and controls, improving information and reporting, and improving resource and risk management.

Specific objectives

The specific objective of these terms of reference is to assist the PSC in reviewing the current case management system of the Public Service Commission and then developing a new linked database for case management.

The tasks to be undertaken in order to achieve the objectives of the specification are as follows:

  • System analysis, definition of technical and functional specifications for system development;
  • Design of the system and validation of the functional and technical content;
  • Development of the “Case Management System” application and presentation to managers for validation;
  • Testing of the system, validation and integration of the other divisions;
  • Launch and deployment of the system through a public event.

Training, mentoring and capacity building of CSP staff on the use of the system.

The identification of the support actions to be planned and the formulation of recommendations that will enable the Ministry to engage in the progressive implementation of the targeted reorganisation and facilitate its future steps in terms of periodic functional reviews.
