Technical Support for the Evaluation of Grant Applications in the Field of Access to Innovation for SMEs

Detailed Project Description

The mission consists of supporting the EU Delegation to Egypt in managing the call for proposals EuropeAid/2018/161377/DD/ACT/Egypt by providing independent technical expertise for the evaluation of applications (concept notes and full proposals) submitted under the EU Facility for Inclusive Growth and Job Creation.

General objective
To contribute to a transparent, relevant and high-quality selection of projects funded by the EU Facility for Inclusive Growth and Job Creation in Egypt, through a rigorous and harmonised evaluation of the applications received.

Specific objectives
• Evaluate concept notes (stage 1) and full proposals (stage 2) based on EuropeAid criteria.
• Complete electronic evaluation grids with scores and reasoned comments.
• Ensure consistency in evaluations and support the team leader and the evaluation committee.

Expected results
• Complete, justified and validated evaluation grids for each application reviewed.
• Individual reports summarising evaluation activities submitted to the committee chair.
• Harmonisation of experts’ assessments, including in the event of a third reading, providing the evaluation committee with a solid basis for the funding decision.
