Conducting a Functional Review at the Ministry of Finance in the Framework of the Reform of the Tunisian Public Administration

Full description of the project

The functional review will cover the department’s own organisation and operation, as well as its cross-cutting role, including accounting, budgeting and macro-economic and financial management and control.

Overall objectives

The objective of this functional review mission of the Ministry of Finance is to assist in the decision-making process for the implementation of the Government’s Agenda for the Modernisation of the Administration and the Civil Service at the level of this Ministry.

Specific objectives

The specific objective of this assignment is to conduct a functional review with the following characteristics

  1. a) a focus on the relevance, coherence, and need for adaptation and adequacy of the Ministry’s Missions and organizational structures on the one hand and the allocation of human resources to its structures on the other:
  • With a view to improving efficiency and generating savings, including through internal reorganization;
  • Taking into account the constraints that may exist in terms of the reassignment of staff and their redeployment to accompany changes in priorities and new needs in general, and the limitations of the statutory regulatory framework, in particular the aspects relating to staff mobility and remuneration, and in particular the need for redeployment to the regions (deconcentrated services and municipalities).
  1. b) analysis (SWOT and similar) of the capacity of the services involved (structural attributions, assigned posts, and available instruments) to assume their roles in the decision-making orientation of the decision-maker (government/budgetary authorities), to control the evolution of the wage bill, to deal with the budgetary constraint while respecting financial balances and healthy public finances.
  2. c) the identification of the support actions to be planned and the formulation of recommendations that will enable the Ministry to engage in the progressive implementation of the targeted reorganization and facilitate its future steps in terms of periodic functional reviews.
