Detailed Project Description
The assignment forms part of the KIN ELENDA Project, which aims to support the City of Kinshasa in developing its Provincial Digital Operational Plan for 2030, with a view to modernising the administration and strengthening urban resilience through digital transformation.
Overall objective
To improve access to infrastructure, public services and socio-economic opportunities whilst enhancing the efficiency and urban governance of the City of Kinshasa through digital technology.
Specific objectives
• Identify and prioritise the services to be digitised,
• Ensure their continuous availability via digital platforms,
• Expand access channels (internet, mobile, kiosks),
• Adapt solutions for vulnerable populations,
• Simplify administrative procedures,
• Enhance transparency through open data and propose sector-specific digital transformation scenarios.
Expected outcomes
• A structured and operational digital plan (PPON 2030),
• Digitised public services accessible 24/7,
• An improved user experience,
• Reduced waiting times and travel,
• Greater digital inclusion and a more transparent provincial administration,
• Efficient and citizen- and enterprise-oriented
