Technical Assistance to Support the Reformulation of CAON-FED’s Mandates and the Development of the Support Programme for the National Authorising Officer of the 11th EDF

Detailed project description

The project aims to analyse and reform Gabon’s CAON-FED in order to strengthen its institutional effectiveness and its capacity to access European Union funding, within the framework of the New European Consensus on Development, by drawing up a multi-annual programme budget for capacity building.

Overall objective
To improve the effectiveness, efficiency and impact of the CAON-FED in the implementation of cooperation between Gabon and the European Union, by aligning its missions, organisation and resources with the requirements of the post-Cotonou framework.

Specific objectives
• To assess the current structure, functioning and performance of CAON-FED.
• To reformulate its missions and responsibilities in light of the New European Consensus on Development.
• To draw up, in conjunction with the PAON’s administrator and accountant, a multi-annual programme budget incorporating all staff capacity-building activities.

Expected results
• Qualitative analysis of the roles, responsibilities, performance, effectiveness and efficiency of CAON-FED in supporting the National Authorising Officer.
• Operational recommendations on the organisation, functioning, profiles and skills management of staff.
