The general objective of the project, signed on December 19, 2012, is to contribute to the respect of human rights and the consolidation of democracy in Morocco.

The specific objective of the project is to strengthen the capacities of the CNDH and the DIDH to exercise their statutory attributions through a dual action of institutional consolidation and support for the implementation of tools, procedures and training critical to the effective exercise of promotion and protection functions.

General objective:

In accordance with the provisions of the financing agreement of the project ‘Protecting and Promote Human Rights in Morocco’, the purpose of this service is to carry out a technical assistance mission to support the institutional consolidation of the National Council for Human Rights.

Specific objective:

The specific objective of the present mission is to strengthen the capacities of the CNDH to perform its human rights protection function.

Services:

The action strategy targets the capacity building of the entities and human resources in charge of activities related to the HR protection function at the CNDH level by (i) supporting the operationalization of the new organization and the formulation of a capacity building strategy (ii) assisting in the production of procedural guides for handling complaints, (iii) subsequent training of CNDH members and staff on the above rights and procedures and (iv) the establishment of a computerized system for local and central management/monitoring of data and activities related to the protection function, to be incorporated into the Intranet and the future CNDH information system.

It should be noted that the mission will take into account the activities, carried out or in progress, in relation to the field of the services requested. Indeed :

An application has just been developed by the CNDH services for the management of data related to the processing of complaints (application in the process of being operationalized);
A draft manual of procedures for the management of complaints is being finalized by a team of CNDH members and staff.

The services requested will contribute to the short-term implementation of the fundamentals, skills and tools for a better exercise of the protection function: structures, essential procedures, management tools.
